Tim, if it is the same as my 53 gauges, the chrome bezel is crimped to
the base in a few spot to anchor it and keep it from rotating.  Sounds
like you might have to remove the gauge to repair it.  I would guess
that it is moving due to the rubber gasket maybe having become
deteriorated.  Sorry to be the harbinger of bad news, however.
