. . .or a ballast/power resistor. . .still best figured out on the bench as
the horn coils will have a slight (due to the low frequency) inductance
effect along with the coil resistance. With that much current, it will have
to be a high wattage resistor though.

Maybe wire in parallel with undersize wiring to drop a few volts on the way.
