Check the fluid level.  

If it is low, look for fluid leakage.  Most likely 
places are the slave cylinders.  Not as likely, but still 
possible are the rubber hoses that connect from the 
front slave cylinders to the steel brake lines and the 
rear axle steel brake line to the steel brake line on the 
frame.

If the fluid level is not low the master cylinder is 
"leaking by".  The internal seal is worn and/or the 
bore of the master cylinder is pitted.  Either rebuild 
or replace the master cylinder.

My bet is the master cylinder.

Recently, I've been noticing a somewhat disturbing behavior of my brake
pedal.  When I'm holding down the brake, at a stop light or whatnot, the
pedal slowly lowers to the floor under my foot.  This is not good.  Also
not good is that over the past few days, it's been doing that more often,
and also while braking during normal driving.

Now, I've had my brakes checked out during a tune-up inspection, and
nothing odd was found (this was before the more recent increase in this
problem).  The only other problem I've had with my brake system before
this was that my brake pedal tends not to return completely when I release
it, and stays down about 1/4".

- From what I've described, can anyone suggest what might be the problem,
and if so, what would be involved in fixing it myself, or how much I could
expect to fork over at a local garage?
