I'm wondering if the cable for the emergency brake is too tight and then
causing the brake shoes to be slightly applied give you the problems of
installing the drum?  My Uncle had the same problem once and ended up
cutting a deeper groove in the actuating rod for the emergency brake to get
the drum back on "BIG MISTAKE".     The other thing I would check for is if
the part store gave you oversized shoes "extra thick linings on the shoes"
and this is causing the problems?
The other problem could be that you have a groove on the wear tabs on the
backing plate and that's keeping the shoes from retracting all the way back.
