"Can anyone tell me if I should tighten until the ends screws cannot be turned any further and then back-off." This is how you do it Rich. The spring tension is always wanted on the joint. go all the way in, and then back off until you can get the cotter pin in. make sure its lubed really well also. hope this helps.
