I have found wd-40 does a good job of removing road tar. I get in a one gal
can and put it in a spray bottle. or put some on a rag or spay from the can

Maybe Kerosene?
What about using a heat guns to loosen up the stuff so you could easily
scrape it off and then wipe the area with the kerosene.
