Sounds like the jets on the carb are all gummed up.  If you don't 
feel comfortable taking the carb apart, t4ry running the adjusting 
screws all the way in, then back them out about 1 1/2 turn.  This 
should get you close enough to get it started.  It may work, it may 
not.

The further you turn these screws out, the richer the setting and 
from your description, the truck is fuel starved (lean).

The right way to fix it is to remove the carburator and install a 
new kit in the carb (new floats, needle valve, jets, gaskets, etc.
).  With a good factory manual for a guide, it isn't a bad job at 
all.  NAPA or another FLAPS should have the parts.  If not, one of 
the old trucks parts houses should.

In the event you can't get parts, take it apart, clean it up, make 
new gaskets, and put it back together.  It should work unless there's 
a leak in the floats or something, and I don't think you have that.
