Adjusting the Holley:

Install a vacuum gauge to manifold vac "can also be done with a tach".  With
the engine at idle while watching the vac gauge....turn the mixture screw in
or out until the highest vac "or RPM" reading is obtained.  Do this for both
mixture screws.
