Ken, because you have disc front and drum rear you will need a
proportioning valve regardless of the residual valve configuration.
They do different jobs and work independently.

I'm not sure from reading your post whether the rear end, master
cylinder, and booster are all from the 66 Nova or just the rear end.
The 66 will have a single-circuit master. You should use a
dual-circuit master, for safety and for ease of plumbing. Either way,
the residual valve requirements are the same. You need a 10 lb
residual valve in the line to the rear brakes to prevent air from
pumping past the wheel cylinder cups when the brake pedal is released.
If the master cylinder is mounted on the firewall, you don't need a
valve in the front line. If the master cylinder is mounted under the
floor, you should use a 2 lb valve in the front line to prevent brake
fluid from siphoning back into the master when parked on an uphill
slope. DO NOT put a 10 lb valve in the front line, as it will cause
the pads to drag on the rotors.
