I think you will find the sender has a bad ground. Obviously the gauge 
has power. Unhook the sender and ground the wire from the gas gauge, and 
I believe the gauge should read empty. Alternatively, a bad connection 
anywhere between the sender and the gauge will result in the gauge 
reading full. I kinda doubt the gauge itself is bad.
