Do you know what the booster is off of? Is it new, used, Rebuilt? It  
shouldn't suck the petal to the floor if it is functioning correctly. Could be  
you 
just have a bad booster . You should not need a return spring on the pedal,  I 
have seen some with a light spring on them but it's only purpose is to keep  
the petal pulled up tight to the brake light switch so the brake lights stay 
off  when they are supposed to be off.  Bye, Ken
