After reading your post the thing that immediately strikes me as a potential
cause are the residual pressure valves.  Did you z your frame?  the valves are
only needed if the wheel cylinders or calipers are located higher than the
master cylinder.  if sitting on a level surface, the master cylinder is
located higher than the calipers/cylinders and you have the valves in the
lines it would cause the pads/shoes to maintain contact with the rotors/drums.
i would try removing the valves and seeing if that solves the problem.
