Yes, it is a very porous form of concrete (wiped with air, I think) with
acetone dissolved though it to hold more quantity of gas at a lower
pressure.

Actually, over the  years, there have been hundreds of fillers.  I favorite
was wet sawdust.  Asbestos and the various porous rock and chemical
mixtures are the most common
