I'd go with the Tapcons in the grout. Another possibility would be to
look into gluing the bottom plate down over grout lines. Use some form
of release material, such as plastic tape, then add whatever mastic you
like on top of the release material, and under the bottom plate. By
working on top of the grout line it should key the wall into place at
the bottom. Find ceiling joists at the top and secure the top of the
wall into them.
