If they are from New Jersey there is a reason for not using turn signal.  Use
of turn signals in rush hour traffic is a sign of weakness.  If you signal a
lane change in NJ, the guy following you will step on the gas in an attempt to
close the hole you want to merge into, thereby not letting you in front of him.
The only use a turn signal has in NJ is to telegraph your next move, which
allows
the other drivers to accelerate and not let you in.  Welcome to NJ, now get the
hell out of my way :-(  

This behavior has been confirm by numerous independent sources and many years of
fight the traffic on Rt. 1, Rt. 287, and Rt. 18.
