Charles,
this kind of stuff usually happens when a bad ground is involved.  I
haven't quite figured out what happens, but you can see it on some old
clunkers driving around.  They'll have a kind of dim tail light and when
they set the turn signal, every time the signal goes on, the tail light
goes off.  I fixed problems like this by cleaning the grounds of the
taillights.  Maybe you have a similar problem.
