Glen,
        Have you checked the shoe adjustment... I haven't seen that mentioned. 
If
you adjust them tight, so the drumS wont turn and your hand brake lever
moves more than 3 clicks, then blame the cable, otherwise it is the shoe
adjustment. Oh, then back off the adjustment 1 notch from tight.
