Rust in the cylinder head?

Dear list:

Among the Sprite chores that occupied me this weekend, I started
disassembling the cooling system.  While removing the gooseneck to get at
the thermostat (surprise... none was in there!), I noticed that the coolant,
which had long since vanished, had left a thick coating of rust flakes all
through the head.  Is there a way to clear that stuff out of there without
pulling the head?  Does the water pressure afforded by a garden hose flush
enough of that stuff out to be useful?  Or should I just pull the head and
send it off to a warm bath at my machine shop?

BTW, what is the fluid that is used in a hot tank?
