The pulley is keyed and it is also dampened via rubber stuff inbetween
the inner and outer metals. (later ones that is) 
The harmonic balancers do get brittle with age and then there is the
repros that come brittle right off the boat.
Look at the rubber on the balancer, if its cracked, it's probably shot.
You should not be able to move it by hand (unless you are extremly
strong)
