Not true Charley. The bolts were torqued to the specific torque recommended
for that bolt. We observed the torque being set and the pre-load being
measured. Then the bolt was removed and the whole operation undertaken again
with guages and torque wrench. Same torque, reduced pre-load the 2nd time,
and even more so the 3rd time. And these were quality bolts with the threads
rolled in and not cut in (that is another fascinating area of discussion
about bolts).
