What everybody else said and.....

Maybe some 24" square concrete footings below the slab for a future
lift.
At least a cold water line, pitched so you can drain it in winter.
Outside hose bib for wet sanding and car washing.
Urinal, small sink, bury a 5 gal buket as a septic tank instead of
running a sewer line. (same as using a bush or washing you hands under
the hose ;)
Have the masons wack the slab twice, this makes it nice and smooth so
you can apply those black and white checkered floor tiles.
Do NOT paint the floor, use that epoxy 2 part coating.

White walls and ceiling to reflect light.
Lots of light 4' flourecents are cheap and don't hum.
Radio in a safe place.
I use formica workbench top, it doesn't dent and is easily replacable
when something goes thru it. Paint scrapes off it with a razor blade.
Exhaust fan.
Heating and AC
stout shelves either commercial metal or 2x12
No trusses, high attic with pull down stairs to store spare parts.
3/4 plywood attic floor to hold spare engines and trannys.
Frame in a stout beam for an engine hoist. You may have to pull a V8
some day.
small cheap vinyl windows 2 at least.
2 overhead doors, 1 man door.
Paint booth
Compressor closet, they get loud, hide it in a well insulated closet and
pipe air outlets all over, don't forget an outside air outlet for the
local kids and their bikes.
Outside outlet right between the overhead doors.
Wall space for Acro bins, lots of them, to store nuts, bolts, and dodads
Phone line and at least a buzzer system from house to shop.
(1 buzz = pick up the phone, 2 buzzes = come in the house)
Big sign that says "SON, KEEP YOUR HANDS OFF MY TOOLS!"
maybe another sign that says "SON, GET YOUR CAR OUT OF MY GARAGE NOW"
and a rack to store rakes, shovels, etc but with a bungee cord so they
can not fall on your LBC.
