I have to agree with George on the "don't insult me" part. I deal a lot of
parts, mostly used, because I won't ever use them. I expect to get
low-balled because I do the same thing when buying. A low opening offer is
no reason to get pi$$ed off. It is a method of determining how to bid on a
piece. The guys who get pi$$ed are the guys who think that they have a rarer
form of unobtainium... I usually have an idea of the worth of the piece and
if I don't, I just try for what sounds fair. After a low-ball offer, I try
to get negotiations going. If that doesn't work, I thank them and go my way!

As far as NOS goes, it is a harder market to price. Where most guys would
have trouble paying the big bucks, there is always the guy that has to have
that piece and will pay whatever it takes to get it. You just have to find
THAT guy! If there is a comparable repro part, take that price and add a
reasonable sum for originality and there you are. If there is no comparable
repro, find the average used price and double or triple it!
