 If I remember correctly, these are an anti-theft deal.  The bolts are made to 
shear as they are
tightened leaving no head to put a wrench to.  Use a Dremel tool to cut a notch 
in them and simply
use a screwdriver.  Usually, they're not tight so an easy out would work--as 
much as I dislike
using an easyout.
