Help, tuning 101.

OK, I got the valves set today (per TS Auto, .018/.020 HOT). I pulled
the plugs and it's running rich, the plugs are all black and sooty. The
odd thing is that it'll run OK on full choke, and die once the choke is
pushed in.
 
 I also topped up the dashpots with 20W50, and it seems to not want to
rev as well.
 
Couple of questions:
 
1. Is 20W50 too heavy for the dashpots?
2. Should I try to set the timing next, or set the mixture, then time,
then go back and tweak mixture again?
 
 
It's a 1500 wurh twin HS4's. The motor's been rebuilt, the carbs have
been rebuilt, the jet nuts were set at 12 flats when I cleaned out the
carbs. I didn't touch the idle or mixture screws, so I have no clue if
their right?
