At this point, assume you are going to install new u-bolts and proceed 
accordingly. "Blue wrench" will probably help.
As Frank says, if you slide the seats all the way forwards, you will get a 
straight shot down at the bolts. At this point, a couple of extensions 
and/or an impact wrech are your best friends. I trust you have already 
soaked these with penetrant as well???
It is too late now, but the rear shackles are usually easier to deal with on 
the bench, so I generally remove the three bolts on each side that come down 
through the boot (no, I don't have a Bugeye either).
