In order to exercise the right to vote, one must be either a natural born 
citizen, or a naturalized citize.  One of the requirement to become a 
naturalized citizen is to be able to *read* and write the English language.

Question:  Why then does California issue ballots in a *minimum* of seven 
languages, and more if requested?
