Ignoring any Pamela Anderson Lee references (Her's aren't "stock"), I have a few
thoughts on your hooters.

What happens if you take out each horn and connect it directly to the battery?  
Does it hoot?  It should.

Your ohmmeter may say you have continuity thru the horn, but if the contacts 
inside  are cruddy enough, it may not be a good enough contact to let the horn 
work. You should have continuity between the terminals with the horn OFF.  
Neither terminal should have continuity to ground.

Yes, whatever the horn ring contacts should ground that wire from the horns.  My
steering column is a good ground.  Is yours?  I can't remember if there is a 
separate wire to ground the horn ring contact or not.  PO's have a way of 
changing things.   I put Taurus horns in last year.  Let's see the Next Owner 
figure THAT out.

On your dim headlight:  With the light ON, tie one lead of your meter to chassis
ground.  Use a pin to poke thru the insulation and read the voltage at various 
points along the wire all the way from the switch to the bulb, and onto it's 
alleged ground. If you are loosing anything along the way, it should be easy to 
find.
