Andy,

Law say you must have plates, front and rear.  Usually never enforced, unless 
they
are just plain nasty (or you were doing something else).  Now that your ticketed
you MUST put it on, go to the CHP and have it inspected, and get the 
certification
you are in compliance.  Then the ticket can be paid.

There are two rounded bumps with holes on the bottom of the lower front valance.
There are caged nuts behind them.  The bracket fastens there and holds the 
plate.
If you are missing the original bracket, you will probably have to fashion one
from aluminum sheet stock.  Not a very high-tech job.  Mark a piece of cardboard
with the license plate hole spacing, move up a few inches and mark the spacing 
on
the valance.  Find a sheet metal shop to cut out a scrap of aluminum to the size
and bend it twice in their brake into a "Z".  Mount the sucker.

If you use Dzus fasteners, you can probably remove it after paying your fine,
throw it in the trunk, and go another 10 years before they will bother you 
again.
Only this time you admit it 'just fell off as the 35 year old screws rusted out,
but you recovered it, it's in the trunk, and you've ordered some new English
thread screws to put it back.  Hope to get it in the mail any day now, it's been
about two days.'  It may work.  Depends upon how earnest you appear.
