Yes, the pressures everywhere in a hydraulic system are equal IF the fluid 
isn't moving, which I hope is not the case in your cooling system.  The 
pressure is highest at the pump exit, and lowest at the pump entrance.  
Otherwise why would the fluid want to move?  There's a bit of a pressure drop 
across each portion of the cooling system: the block, the heads, certainly at 
the thermostat, across the radiator, and in each hose.  The sum of all these 
drops is the difference between the outlet and inlet pressures across the pump.
