Rick,
    The slow turn signal is directly caused by low voltage, and typically the 
first thing noticed on any car that does not have a functioning charging 
system.
    Check the battery terminals for corrosion.  The way the voltage regulator 
knows to reduce or stop charging a battery is by the resistance it  "sees"  
in the circuit to the battery.  A fully charged battery has a high 
resistance, and corrosion on the battery terminals that causes a resistance,  
"looks"  to the regulator like a fully charged battery.
