That tube goes down to a little heater box cast into the right exhaust
manifold (stock), which then feeds hot air up to the automatic
choke(again, stock).  If you have no downgoing tube, but still have the
hot air choke, you are sucking dirty air into the choke, and the carb. 
Not a good thing. I had to replace one of mine many years back.  Around
the same time the choke froze int eh closed position.  I nearly ran out
of gas on a half hour drive.  Some steel brake line did it for me, but a
friend found some SS tube for another similar Ford product back in the
'70's, and it's still looking good.
