Re-torque the head

This is a pretty basic question but I'll ask anyway.  Is it necessary to 
loosen the nuts holding the head (in the correct sequence of course) 
before re-torquing them?  I have always done this but wonder if it is 
really necessary.

Also, since some of the nuts are located under the rocker shaft, has 
anybody used a crows-foot attachment on their torque wrench or is it 
better to just remove the rocker shaft?
