Trumpet---If your fluid level is not going down, that should mean no
fluid is getting past the seals. It would seem more like you had air in
or about the Slave Cylinder, but this should have showed up soon after
you rebuilt the system. So, what we have here is conflicting signs. I
would suggest this:

Bleed the SC, making certain that the bleed nipple is uppermost, so no
air is left behind when you bleed the system.

There should be about 1/2" of movement in the SC's pushrod, when the
clutch pedal is pushed to the floor. If there's less than that, look for
play in the pedal box clutch linkage. 

If you have this 1/2" of pushrod movement at the SC, and the clutch does
not disengage, it's possible that the fork pin is broken in such a way
that it does not transfer this full motion to the throw-out bearing.  

My best guess is air in the hydraulic system. On rare occasions an
inferior (aftermarket) line between the MC and the SC will expand under
hydraulic pressure.
