11 pounds seems awfully light for steel wheels. My Mazda 5 ½ x 14 weigh
about 16. How do they make lightweight steel wheels?

They make 'em very thin.  ;^)

And they're rolled or spun steel  as opposes to stamped like factory wheels.
Rolling or spinning is the method of working the flat steel into the final
shape as opposed to just stamping it which requires thicker metal to prevent
distortion of thin spots.
