I disagree -- the Book is written for the sport in general, and happens to
be mandatory for the Big Event.  Otherwise, there's little point.

True, and they're not, but most local outfits are not going to pick up the
job of classifying cars the SEB did not, unless there's a vocal
constituancy right there in the club.  That solution would work fine for
large regions which see few out-of-region competitors, but I suspect 
people running in smaller ones would end up disenfranchised.  Not to
mention the confusion when different regions do the job differently.
Remember when SCCA and NCSCC used to have different stock classification
lists?

Unlikely to happen with stock cars -- we're not talking preparation
levels, but classing individual cars.  

But...I have an idea.  Have to talk to a few people first before I fly it
through the flak-infested Net....
