Sez who?  What if it's lighter by several pounds?  That's weight taken from
"up high" and that clearly is an advantage over the other cars.  Whether or
not the driver is able to make good on the potential gains of such illegal
mods is irrelevant.  How do you quantify a little or a lot of potential
gain?
