Vermont does the same.

I pulled a non-roadster out of the woods and fixed it up as a winter runner.
It actually cam out nice.  Vt motor vehicles valued it at over $2k and I had
less than $200 into it.

Same thing, get a dealer or a repair station to give an estimate, and you
can get out.  The problem is it costs about the same for an estimate as the
difference in tax.
