The valves should both be up. If the crank is 360 out (at the end of the 
exhaust stroke rather than the end of the compression stroke) the exhaust 
valve will be just closing and the intake will be just starting to open. So 
rock it back and forth, if the #1 valves move turn the crankshaft one full 
turn.

Hope you can help us straighten out a possible problem. I know this is
