Bill:

That is the step down resistor for the high/low speed on your heater blower 
motor. If you want to have 2 different speeds for your blower then leave it 
in, but if you don't care about that and leave it on high all the time anyway 
then go ahead and leave it out.

P.S.....It should measure about 5 ohms.
