You  want the filter to be closer to *full* than *empty*  Might wanna check 
the connections to/from the fuel pump, especially if you;ve got brass 
adapters/fittings/ elbows in such in there. It may not show fuel leakage in 
quantities, but can suck just enough air to make things run icky and be hard 
to track down. 

Check the car when it's running to see (if you can through the filter) the 
fuel "bubbling"  in the filter - this is a good indication of a small air 
leak. 

I've got a glass filter on mine - the take-apart aftermarket ones. good for 
viewing problems like this (ben there - done that) but they can break if 
you're not careful.
