Rust, Rust, Rust is probably causing your problems as well as poor
filtration. In the 20+ years I have owned my car the carb overflowed twice.

Probably your tank needs to redone and new lines have to be made up.

Next time just smack the float cover with a soft mallet to dislodge the
offending bit.

BTW, there are no rubber parts in the float needle to disintegrate. The
needles do wear out however.
