Connect a wire from ground to the sender wire.  If the gauge goes to the top
the problem is in the sender.  If not, the problem is in the gauge or
wiring.  (BTW, is the gas gauge working?  There is a voltage regulator that
supplies power to both gas and temp.)

If the gauge checks out, make sure that the sender is well grounded.  The
sender is in a separate piece that is grounded through a copper tab in the
gasket.  Corrosion or the use of an improper gasket will cause ground
problems.
