Is coolant flow to intake manifold needed?

I noted in the Bob Sharp manual that they plug off all coolant flow to the
intake manifold.  Is this okay for street use.  I know that the heater gets
disconnected when doing this, but it was never much use even before I moved to
San Diego.  The only really noticable thing it ever did was to leak once.
