With the small fountains of oil coming from rockers 9-12 (see pics) it makes
sense that maybe this kept the oil out of the breather, and thus some amount
of smoke out of the exhaust.  

When I got the car the breather tubes were not attached, maybe that is the
reason for that as well.

If I recall, my BJ8 has baffle under the breather tube (you can't see the 
tube for the baffle).  I believe this is to keep oil from spurting from the
rockers into the breather, and into the carburetor.

What you have is a shadetree "aftermarket" part, probably something put in
to stop oil from crudding up the carb.  This is definitely not stock, though
its theory of operation escapes me.
