Ned,
The ring does come all the way off, after you remove the steering wheel.
You will find that the threads on the ring and the column are metal, not
bakelite.  The threads could probably use some wire bursh cleaning before
lube.  I would use a light lithium grease on reassembly.

I just can't resist fixing stuff. Today I noticed that the choke cable had
the word "CHOKE" upside down so I spent an hour getting it right side up.
Then I feel the adjusting collar on the steering wheel is frozen. I can turn
it with pliers but not by hand.



What lubricant would you use on Bakelite?

Does the tightening ring screw all the way off?
