The cable itself could be binding on the back of the Tach.  Try
putting in a washer or spacer of some kind between the cable sleeve
and the back of the tach, and then put it back together.  The
alternative is to get a slightly shorter cable made up (shorten just
the cable part, reuse the old cable sleeve).
