If you have a variable speed electric drill that will run backward, gently 
connect it to the tach drive cable at the distributor end.   If the tach 
still bounces, chances are the cable is the problem.  Just had the same 
problem w/ a speedo.   Was told it had to be the right angle drive on the 
trans/o'd.  Did the test w/ the drill and a very good drive cable, and the 
bounce was gone.
