Jim,
Remove the piston chambers ("dashpots"). With the key in the "on"
position (fuel pump running), check the level of the fuel in the jets
(disconnect the primary lead to the coil if you do this for long--the
coil could overheat). The jets should be about an eighth-inch or so
below the flat venturi bridge in the throttle body, and the fuel should
be another eighth-inch or so below that (as a rough starting mixture
setting).
I suspect you'll see otherwise. You might have "sunken" floats.
