An element.

The point of using distilled--or, better yet, deionized water--is that 
it's non-electrolytic; i.e. it does not facilitate a reaction between 
the iron in the block and oxygen (from air) in the coolant which 
produces corrosion (rust).

Some tap water IS very hard and will leave significant deposits over 
time.
