In  heavy industry and maintenance of steam mains etc the common 
practice is to minimise the handling and breaking of the insulation 
panel or gasket.   Spray the asbestos with a solution of PVC water based 
glue to hold the fibres intact, remove carefully and place in a sealed 
plastic bag. A mask is good practice.


NOTE;   original brakes and the dust from the linings is a similar risk 
which should be avoided.  Wetting with water to prevent the particles 
from becoming airborn is another process. Too much water and the sheet 
will break easily, too little and you have the risk of dust.  The 
asbestos cannot be removed from the lung lining once inhaled.
I believe that old style toll gate money collectors were considered to 
be in a high risk situation.
